Pullman Residences, Newton, a 340-unit luxury condo by EL Development, has been named Top Development for completed projects in the Central area at this year’s EdgeProp Singapore Excellence Awards (EPEA). Located along Dunearn Road in prime District 11, the freehold development was completed in January.
The fully sold development marks the first Pullman-branded residence in Singapore, fusing the services of the international hospitality brand with high-end residential living. Global hospitality group Accor, which owns the Pullman brand, was also brought in by EL Development to manage its first hotel property, the 350-key Pullman Singapore Hill Street, which opened in October 2023.

Pullman Residences, Newton occupies the former Dunearn Gardens site, which EL Development acquired through an en bloc sale for $468 million in April 2018.

The condo comprises a single 30-storey tower with a mix of one- to four-bedroom apartments ranging from 463 sq ft to 1,389 sq ft. The development is a short walk from the Newton MRT Interchange on the Downtown and North-South Lines, as well as Newton Food Centre. It is also close to the Orchard Road shopping belt and the Novena area.
Designed by ADDP Architects with landscaping by Coen Design International, Pullman Residences, Newton stands out for its thoughtful response to urban constraints. For instance, the residential tower sits on colonnades that elevate it 17m above street level, creating a “podium in the sky” effect that shields homes from traffic noise while enhancing privacy and openness.
The lowest units, located on the second storey, are elevated as high as five storeys from street level. Higher-floor units are also afforded unblocked views overlooking the city skyline or the landed residential enclave off Bukit Timah Road.
The tower’s facade features slender vertical fins that not only distinguish the building architecturally but also function as solar shading, reducing heat and glare within residences. In addition, the fins serve as discreet visual shields that adhere to sightline restrictions for the nearby Istana.

Sky Seah, senior lecturer at National University of Singapore (NUS), Business School, Department of Real Estate, and one of this year’s EPEA judges, commended the development’s spatial planning. “Even though the development is surrounded by other buildings, it doesn’t feel enveloped by them,” she notes. The orientation of the tower and the layout of the units allow the apartments to feel bright and airy, indicating that the developer “thought very carefully about how to invite light into the site,” Seah adds.
The development’s multi-storey carpark is tucked away from the main road. It provides direct lift access to residential floors, with private lifts for three- and four-bedroom units, enhancing exclusivity. At the arrival and drop-off area, guests are greeted by a signature sculpture with circular forms meant to symbolise motion and travel — a subtle reference to the Pullman brand’s heritage, originating from railroad travel.

Amenities at Pullman Residences, Newton are spread across two levels. On the ground level, facilities include a tennis court with a half basketball court, a dining verandah, a playground, a lawn and a courtyard. The second level consists of a 50m lap pool, a children’s pool, an aqua gym, a club lounge, and a wellness gym.

As Singapore’s first Pullman-branded residence, the project redefines urban luxury through hotel-style amenities. Residents enjoy premium services such as a dedicated doorman, concierge service, and a club lounge attendant. They also have access to optional à la carte services that can be arranged through the concierge, from housekeeping and laundry to pet care and dog walking.

Seah notes that the hospitality services offered by Pullman are “done very well” and boost the luxury aspect of the development. “It’s ideal for those looking for that feeling of coming home and having everything taken care of.”
Owners also benefit from the Accor Ownership Benefits Program, which grants VVIP privileges across Accor’s global portfolio. Perks include complimentary access to executive lounges at Pullman, Sofitel, Raffles, Novotel, and other brands under Accor. They will also enjoy early check-in and late check-out, and preferential booking rates.
