City Square Mall, a shopping centre owned by City Developments Limited (CDL) in Farrer Park, has completed a $50 million refresh. CDL carried out refurbishments at the mall under a phased asset enhancement initiative (AEI) that started back in September 2023. The first two phases were completed in the first half of 2025, while the third phase was completed this year.
The 12-storey City Square Mall now features an additional 26,000 sq ft of gross floor area (GFA). In a March 10 press release, CDL says the additional GFA was achieved through the decanting of facilities and leveraging the Community & Sports Facilities Scheme, which grants bonus GFA to developments for the purposes of community and sports uses.
A key addition to the mall is CONNECT @ City Square Mall, a community space spanning 15,210 sq ft across Level 4 and Basement 2. Developed in partnership with the National Council of Social Service, the space offers services from five social service agencies, catering to mental health and family wellness.

The tenant mix has also been refreshed and includes expanded dining, retail and lifestyle concepts. Level 4, formerly occupied by the food court, has been transformed into Gastro Square, a 24,000 sq ft dining destination with a selection of international cuisine. The food court now sits in Basement 3.

Meanwhile, the City Green, an urban park integrated with the mall, has been enhanced with refreshed playgrounds, landscaping, and communal spaces. More community spaces have also been introduced or enhanced in other areas of the mall, including Green Square in Basement 1 and Discovery Square on Level 5.
City Square Mall first opened in 2009. “Following the completion of the revamp, the mall has achieved almost 100% committed occupancy, supported by strong footfall and healthy leasing momentum,” remarks Sherman Kwek, CDL’s group CEO.
