Over 9,000 flats launched for sale in February BTO and SBF exercises

HDB has launched 9,012 flats for sale under the February Build-To-Order (BTO) flats and Sale of Balance Flats (SBF) exercises. A total of 4,692 BTO flats are up for sale across six projects in Bukit Merah, Sembawang, Tampines and Toa Payoh, along with 4,320 balance flats, located islandwide.

The BTO sales exercise includes one Prime project, Redhill Peaks, located in Bukit Merah. There are also two Plus projects: Tampines Nova in Tampines and Kim Keat Crest in Toa Payoh. The remaining three projects – Sembawang Voyage, Sembawang Deck and Tampines Bliss – are Standard developments.

Roughly a quarter of the BTO flats in the February sales exercise have shorter waiting times of less than three years.

Redhill Peaks is located along Redhill Close, close to Redhill MRT Station. The Prime project offers 1,052 units of two-room flexi, three-room and four-room flats, with units subject to a subsidy recovery rate of 12%. The project is adjacent to a separate land parcel which is also part of Redhill Peaks. The parcel was launched for sale in the October 2025 BTO sales exercise, offering 1,021 flats.



Tampines Nova occupies a site along Tampines Avenue 5, Tampines Central 8 and Tampines Concourse. The Plus project has 255 units of two-room flexi and four-room flats. Units are subject to a subsidy recovery rate of 6%

The other Tampines project, Tampines Bliss, is a Standard project with 284 units of three-room and four-room flats. The development is located off Tampines Avenue 2 and Tampines Street 22.

In Toa Payoh, Kim Keat Crest is a Plus project offering 1,151 units of two-room flexi, three-room and four-room flats. Units are subject to a subsidy recovery rate of 6%.

In Sembawang, Sembawang Voyage and Sembawang Deck are neighbouring projectes in the Sembawang North area. The projects collectively offer 1,950 units of two-room flexi to five-room flats.

Christine Sun, chief researcher and strategist of Realion (OrangeTee & ETC) Group, expects the February BTO exercise to draw robust interest. “Being the first BTO exercise of the year and with three highly sought-after towns (Bukit Merah, Toa Payoh and Tampines), we anticipate relatively healthy participation among Singaporeans,” she adds.

In particular, she expects Tampines Nova to be among the most popular projects, due to its central location within the mature estate. Noting that the project offers two-room flexi flats, she anticipates the project will attract a high number of single buyers.

The other Tampines BTO project, Tampines Bliss, is also likely to appeal to buyers, notes Lee Sze Teck, senior director of data analytics at Huttons Asia. In addition to being close to several amenities, the project has a waiting time of just 1 year and 11 months.

Another project expected to be popular is Redhill Peaks. “In the resale market, Bukit Merah had the second-highest number of million-dollar flats among the 26 HDB Towns. This showed that Bukit Merah is highly desired among applicants,” comments Realion’s Sun.

However, she notes that recent launches of flats in Queenstown and Bukit Merah could dilute the number of applications. “For example, the number of applications for the new 4-room BTO flats decreased from a peak of 6,560 for Bukit Merah Ridge and 7,916 for Alexandra Vale/Havelock Hillside, both launched in 2022, to 1,049 for Alexandra Peaks, launched in December 2023 and 2,234 for Alexandra Vista/Alexandra Peaks in July 2025,” she observes.

The next BTO sales exercise in June will offer 6,900 flats in Ang Mo Kio, Bishan, Bukit Merah, Sembawang and Woodlands. Among these, Sun believes the project in Bukit Merah, located next to the Telok Blangah MRT Station, as well as the project in Bishan, which is within walking distance of the Marymount MRT Station, could be classified as Prime.
