Perennial Holdings has launched its luxury private assisted living project in Singapore called Perennial Living. Located at 28 Parry Avenue in the Rosyth landed estate, the development comprises 200 assisted living suites across 10 five-storey residential blocks as well as a 100-bed nursing home.

This will also be the first privately operated assisted living development in Singapore. In September 2022, URA and the Ministry of Health launched a government land tender for the 138,986 sq ft residential plot in September 2022. The land was sold on a 60-year lease.

At the close of the tender in March 2023, four bids were submitted, and Perennial made two separate submissions. Bids were first evaluated on the quality of the proposed concept, before the tender price was known. Perennial was awarded the site in June 2023 with a winning bid of $71.99 million.

Perennial is taking enquiries for its assisted living suites, which comprise studios and one- and two-bedroom units that span 302 sq ft to 593 sq ft. About 40% (81 units) will be one-bedroom units, followed by 70 studios, and 49 two-bedroom suites.

Each suite comes with private lift access and will be equipped with senior-friendly amenities, such as remote-controlled curtains, video call tablets and bathrooms equipped with emergency features. Other safety features include fall detectors, motion-sensor lighting, and facial recognition security for the main door.

The basic occupation package for the assisted living suites ranges from $8,900 to $17,000 per month. This includes accommodation costs, housekeeping and linen service, meals at the all-day dining restaurant, access to the development’s amenities and fitness facilities, and curated social and wellness programmes for residents.

The development will feature dedicated medical care facilities, a rehabilitation centre and a wellness centre. Resident amenities include an all-day dining restaurant, a swimming pool, a karaoke lounge and movie theatre, as well as a multi-purpose room for senior-friendly activities.

The occupation package also includes a pre-admission medical assessment, followed by a six-monthly review. Residents will also be entitled to a care package that can be used twice a month for consultations and reviews with either Western medical specialists or traditional Chinese medicine (TCM) physicians.

In addition, the occupation package covers bi-annual health screenings and preventive health treatments such as mild hyperbaric oxygen therapy, strength training and the use of health monitoring devices.

Perennial is offering an early bird discount of up to 20% on the basic package for the first 40 assisted living suites. The new assisted living development is expected to be completed in 1Q2026.

The company says that it will open enquiries for the nursing home next year. The 100-bed facility will comprise private one- and two-bedroom suites of 215 sq ft to 376 sq ft.

Residents may also select from a range of add-on services, including more extensive menu options, concierge services, and grooming services. Additional healthcare services include treatments with partner medical specialists, nursing care, home visits by medical teams, integrated rehabilitation programmes, TCM therapies, dental care, podiatric care and preventive wellness treatments.

Pua Seck Guan, executive chairman and CEO of Perennial Holdings, says that Perennial Living is a new model of luxury assisted living in Singapore that blends “hospitality, medical care, and East-meets-West therapies”.

Perennial has sharpened its expertise as an operator of eldercare and medical developments over the past 10 years in China, where it manages over 25,000 beds across 15 cities. “By bringing this expertise home to Singapore, we aim to redefine the standards of private eldercare in the country by treating seniors with dignity, enabling them to age with good health and vitality,” says Pua.

The company is also working with NParks to transform a vacant site next to Perennial Living into a new 1.5ha public park, which will be directly connected to the assisted living development. The senior-friendly and pet-friendly park will feature a mobility garden for outdoor rehabilitation, fitness stations equipped with senior-friendly strength training equipment, a children’s playground, as well as a dog run and a pet therapy zone.

In addition to its new assisted living project, Perennial is also developing another medical-focused project in Singapore. In February, the company won the tender for a two-storey colonial house at 106 Jervois Road. The price and quality tender for the property, which occupies a land area of 64,242 sq ft, with an estimated gross floor area of 7,625 sq ft, closed last October. Perennial was the only bidder and has announced that it will open a private integrated rehabilitation and TCM sanctuary at the property.
