Second Woodlands Drive 17 GLS site launched for tender

An executive condo (EC) site at Woodlands Drive 17 has been launched for sale. The 290,412 sq ft Government Land Sales (GLS) site is part of the 2H2025 GLS programme and could yield around 560 EC units.

Its launch follows the award of an earlier EC site in Woodlands Drive 17 on Aug 5, says Wong Siew Ying, head of research and content at PropNex Realty. The first plot drew five bids, with City Developments (CDL) submitting the top bid of $360.9 million ($782 psf ppr), setting a new record price per sq ft for an EC site.

Wong notes that the higher land price achieved for the first Woodlands Drive 17 EC site could set a benchmark for the second plot. “We expect developers to exercise caution as an overly bullish land bid price for the EC site will directly impact the future selling price and affordability,” she adds.

Given the site’s proximity to Woodlands South MRT Station, Eugene Lim, key executive officer at ERA Singapore, expects the newly launched plot to attract strong interest from developers. Woodlands South MRT Station, on the Thomson-East Coast Line, is just one stop from Woodlands Regional Centre and two stops from the Johor-Singapore SEZ and the upcoming RTS Link, which is scheduled to be completed in 2026.



He adds that the upcoming EC development is likely to attract families with children, as it is located within 1km of several schools, including Innova Primary School and Woodlands Ring Primary School.

Additionally, PropNex Realty’s Wong expects the Woodlands Drive 17 EC site to garner strong interest due to the potentially high pent-up demand for EC units in the area. The last EC plot awarded in the Woodlands planning area was in 2015, which was later developed into the 358-unit Northwave along Woodlands View by Hao Yuan Investment. Prior to that, another EC in Woodlands South, the 561-unit Bellewoods, was launched in December 2014.

The demand for the future EC development at the newly launched site is expected to come from HDB upgraders in Woodlands and nearby northern towns such as Sembawang and Yishun, adds ERA’s Lim. He notes that over 1,800 four- and five-room flats in Woodlands will fulfil their minimum occupation period (MOP) between 2026 and 2029, which could further boost the number of potential upgrades in the EC market.

PropNex Realty’s Wong predicts four to six bids for the latest Woodlands Drive 17 EC site. She estimates the top bid to come in around $770 to $780 psf ppr.

Meanwhile, Huttons’ Yip anticipates the same number of bidders for the site at the highest bid price of $700 to $800 psf ppr. “EC land bids are stable, and the bid price for the second site should hover around the same price,” he says.

The tender for the Woodlands Drive 17 site will close on Jan 13, 2026.
