The Singapore Land Authority (SLA) has awarded 49 Kensington Park Road — home to a former school in the Serangoon Garden neighbourhood — to Singapore-based construction company Top Pave.
This comes after a price-quality tender, which evaluates bids based on both price and quality aspects, rather than solely on the lowest price.
SLA said on June 29 that Top Pave’s proposal is expected to transform the former Serangoon Garden South School into a health-led lifestyle hub with a diverse mix of health, wellness, and community-focused offerings.

The new hub will bring together fitness, physiotherapy, traditional Chinese medicine (TCM), recovery facilities, and regular community programming to foster intergenerational bonding.
"A place that once shaped young minds will now serve the whole community," SLA added. "Its legacy as a place for learning will continue to live on through active ageing, preventive healthcare, and multi-generational community activities for all ages."
Sustainability will also be integrated into the new hub’s design, such as with solar panels and energy-efficient systems.
Built in 1955, the property sits on 78,096 sq ft of land and has a gross floor area of around 36,853 sq ft. It comprises a three-storey building, a two-storey building, and three single-storey buildings, as well as 24 car park lots.
The state-owned site has been vacant since 2007.
The tender opened this January and closed in March. SLA had said the site will be leased for an initial term of five years, followed by a final term of four years at its discretion.

Kensington Park Road is situated within a landed residential enclave, near Serangoon Gardens Country Club, Tavistock Avenue Park, Chomp Chomp Food Centre, and Serangoon Garden Market.

Educational institutions in the vicinity include Serangoon Garden Secondary School and International French School.
Private residential developments Kensington Park Condominium, Affinity at Serangoon, and The Garden Residences are within a six to 16-minute walk from the 49 Kensington Park Road site.
SLA manages a range of heritage assets including iconic buildings, vacant state land, former army camps, school buildings, government buildings, heritage bungalows, shophouses and others.
Other former school compounds that have received a new lease of life through adaptive reuse include New Bahru, a creative lifestyle destination on Kim Yam Road, transformed from the old Nan Chiau High School; and intergenerational co-living development Commune @ Henderson along Henderson Road, located at the former Henderson Primary School site.
