Irwell Hill Residences, a 540-unit high-end condo in prime District 9, claimed the Top Development award in the Completed Project category at the EdgeProp Singapore Excellence Awards (EPEA) 2025 this year.
The win adds to the awards the development has racked up at previous editions of the EPEA, prior to its completion. In 2021, the development garnered the Top Development title and subsequently won the Sustainability Excellence award in 2022.
Irwell Hill Residences was completed in November 2024. The 99-year leasehold project by City Developments (CDL) sits on an expansive, elevated site spanning 137,638 sq ft off Irwell Bank Road and River Valley Road.

The completed development stands out from other residential buildings in the area as a distinctive architectural showpiece, featuring twin 36-storey blocks with a champagne gold pixel-patterned façade. The eye-catching exterior was designed by Rotterdam-based architecture firm MVRDV in partnership with ADDP Architects and marks the former’s first project in the city-state.
The development’s contemporary architecture is seamlessly integrated with lush greenery, featuring verdant grounds centred around four conserved heritage rain trees. Ecoplan Asia oversaw Irwell Hill Residences’ landscaping.
Ng Sze Oon, director of Compound Collaborative, commended the project for its thoughtful and meaningful design. “Not only does the development create natural spaces through gardens and landscaping, but the conservation of heritage rain trees also provides a link to Singapore’s history,” he says. “It allows residents to connect with the past while enjoying the greenery.”

With the residential towers occupying just 25% of the site, the remaining 75% is dedicated to landscaping and an array of facilities that emphasise wellness and health. These include the Spa Pool, Club Pool, the 50m Infinity-Edge Raintree Pool and a state-of-the-art gym, which is elevated above ground level.
Vista Co-Work, an outdoor co-working space, is located on the 24th storey of both towers. Offering residents a space to work without leaving home, it features workstations framed by pockets of lush foliage and breathtaking views of the neighbourhood.

The development’s nature-inspired theme extends to the roof terraces crowning both residential towers. The terraces offer areas of relaxation complete with Sky Hammocks, allowing residents to indulge in nature.

The thoughtful landscaping goes hand-in-hand with Irwell Hill Residences’ sustainable features. These include the development’s emphasis on passive cooling, with balconies equipped with sunshading elements such as horizontal ledges and tinted window glass. These features collectively helped to minimise direct sunlight exposure into the units during the day, reducing the need for air conditioning.
Other sustainability measures include the use of environmentally friendly paints for internal walls, energy-efficient air-conditioners and lifts, and water-efficient fittings for units. Irwell Hill Residences’ eco-friendly features earned the development the Building and Construction Authority’s Green Mark Gold Plus certification.
Around 75% of the site is dedicated to landscaping and an array of facilities
Around 25% of the 540 units at Irwell Hill Residences are studios, one-bedroom and one-bedroom-plus-study units spanning from around 400 sq ft to 660 sq ft. Two-bedroom and two-bedroom premium units, ranging from 600 sq ft to 800 sq ft, make up about 56% of units, while three- and four-bedders of 850 sq ft to 1,500 sq ft account for about 18% of units.
The development also has three sky penthouses, two of which are four-bedroom units measuring 2,185 sq ft and 2,605 sq ft, while the largest penthouse is a 2,606 sq ft, five-bedroom unit.
The project, which launched in April 2021, achieved commendable sales with 278 units (about 51.5%) sold during its opening weekend at an average price of about $2,700 psf. This included the sale of the smallest of the three penthouses, which fetched over $9 million ($4,123 psf).

Following the launch, the development continued to steadily clock sales, with most units shifted within two years. The last units sold were the two remaining penthouses, which both sold in June of this year. The 2,228 sq ft, four-bedroom penthouse fetched $5.55 million ($2,491 psf), while the largest penthouse sold for $7.8 million ($2,994 psf).
The interior design of the units, which was masterminded by Index Design, showcases functional and efficient layouts designed to cater to a diverse range of lifestyle needs. For example, studio and one-bedroom + study units are fitted with bespoke countertops that can be extended to double as a workstation, extra food preparation spaces or a dining table.

Units in Irwell Hill Residences are designed with a focus on luxury, featuring branded fittings such as kitchen appliances from Miele and Bosch, Gessi taps and Geberit sanitaryware. Each unit is also equipped with an intelligent hub gateway controllable via mobile app, connecting to lighting, air conditioning, delivery service, parcel collection, smoke detector and voice control.
Adding to its appeal, Irwell Hill Residences enjoys a prime central location, situated close to lifestyle hubs such as Orchard Road, Tanglin, Dempsey Hill and Clarke Quay. Residents are also close to Great World City, which offers several retail and dining options, as well as the Great World MRT Station on the Downtown Line.
