Gillman Barracks launches two new creative lifestyle tenders

SINGAPORE (EDGEPROP) - SLA has awarded five tenders for Gillman Barracks’ rejuvenation plan, concluding the first tender phase launched in May, and launched two new tenders for creative lifestyle uses, according to a SLA press release on Oct 18. The tenders will open for eight weeks starting from Oct 18.
The two new tenants added to the blocks are Wheeler’s Estate on 9A Lock Road and The BlackBird on 8 Lock Road. The other three tenders have been awarded to three incumbents: Creamier on 5A Lock Road, Handlebar on 10 Lock Road, and Hopscotch on 45 Malan Road which will have refreshed offerings and programming aligned with Gillman Barracks’ creative lifestyle positioning.
New concepts from new and existing tenants include all-day dining, themed cafés, family- and pet-friendly settings, and lifestyle events such as farmers’ markets, live entertainment and music. Green initiatives are also introduced, such as the use of sustainable building materials, farm-to-table concepts, workshops, and considerations on installing electric vehicle charging points and solar energy panels.
SLA received a total of 19 proposals across the five tenders, and evaluated them based on price (40%) and an emphasis on the quality of the proposed concepts (60%).
“Gillman Barracks, with its rustic charm and lush greenery, is poised to benefit from increased footfall with the introduction of refreshed concepts and a strong ecosystem of tenants,” says Colin Low, CEO at SLA.
The two new tenders are located at Blocks 9, 43 and 47. Block 43 is along Malan Road and has the largest gross floor area in Gillman Barracks, at over 10,000 sq ft. Block 43 and 47 have a rustic red brick facade.

“The larger floorspace and outdoor area opens possibilities such as artisanal craft, fitness and wellness, vertical farming, family bonding, and co-working spaces,” says Low.
The new tenders launched will offer a longer upfront tenure of five years, renewable for a second term of two years, according to SLA. They will be evaluated on a similar framework as the tenders in the first phase, with a quality component focusing on concept and green initiatives.
In addition, Gillman Barracks’ infrastructure upgrades are expected to be completed in the first half of 2023, including additional covered linkways, wayfinding signages and heritage storyboards, upgraded common washrooms with eco-friendly sanitary fittings, and a new thematic playground.
