Tender launched for GLS site at Bukit Timah Road

A Government Land Sale (GLS) site at Bukit Timah Road has been launched for sale by tender. The 63,498 sq ft, 99-year leasehold site has a gross plot ratio of 4.9 and can yield an estimated 340 housing units.
The site is a part of the proposed new housing supply to be introduced in the Newton area under the URA Draft Master Plan 2025 (DMP 2025), says Wong Siew Ying, head of research and content at PropNex. Some 5,000 private homes are set to be introduced in the new neighbourhood, alongside new amenities and green spaces.
Wong notes this is the first site under the Confirmed List of the 2H2025 GLS programme to be launched for sale. “In our view, this site, which is in the Core Central Region (CCR), is prime and will likely be much coveted by developers, potentially garnering strong bids,” she predicts.

Her optimism comes on the back of the strong showing of recent launches in the CCR, including the 348-unit The Robertson Opus, the 301-unit UpperHouse at Orchard Boulevard, and the 524-unit River Green. Between July 1 and Aug 17, developers’ sales in the CCR have crossed 850 units, putting 3Q2025 on track to booking the highest quarterly CCR new home sales since 4Q2010 when 994 units were sold, Wong adds.
She anticipates the site could garner up to nine bids, with the top bid potentially ranging from $1,500 to $1,600 psf per plot ratio (ppr).
The strong demand for recent CCR launches signifies robust underlying demand for prime CCR homes, notes Mark Yip, CEO of Huttons Asia. “Furthermore, the site is close to an MRT station, which is a key similarity with the recent CCR launches,” he adds. The Bukit Timah Road site is next to Newton MRT Interchange on the Downtown and North-East Lines.
The site is also close to schools such as Anglo-Chinese School (Junior) and St. Joseph’s Institution Junior, Yip says.
Marcus Chu, CEO of ERA Singapore, anticipates between six to eight bidders for the site “due to its prime location and potential as part of Newton’s proposed transformation into a vibrant urban village” under the DMP 2025.
In addition, recent CCR GLS site tenders have been well-received, including sites at Holland Link and Dunearn Road, which drew five and nine bids, respectively. “With many developers unsuccessful in securing these parcels, competition for the upcoming Bukit Timah site could intensify, potentially leading to more aggressive bids,” Chu adds.

According to Justin Quek, CEO of OrangeTee and deputy group CEO of Realion, no GLS sites have been released for sale in the Newton area in nearly two decades. “From past URA records, GLS land parcels sold in Newton have been used for transitional offices, with only one residential land parcel awarded in 1997, indicating that GLS supply in the area has been limited,” he says.
That lack of supply bodes well for the future project at the Bukit Timah Road site. “We expect the future project here to be as well-received, given its excellent location at the heart of a new neighbourhood in Newton,” Quek adds.
The tender for the site will close at noon on Nov 11.
