The Assembly Place, TS Home to repurpose Phoenix Park into Singapore's largest co-living destination

SGX-listed co-living operator The Assembly Place (TAP) has formed a joint venture with TS Home to transform the historic Phoenix Park site into Singapore's largest co-living destination, with more than 700 keys. TAP holds a 39% stake in the joint venture.

TS Home, a subsidiary of TS Group, secured the master tenancy for Phoenix Park with the highest of seven bids, offering a monthly rent of $404,888.

The tenancy, awarded by the Singapore Land Authority (SLA), has an initial five-year term with an option to renew for a further four years. TS Group is a home-grown developer and operator of dormitories, boarding houses and large-scale community spaces.

The project will integrate serviced apartments and student accommodation with wellness facilities, sports amenities, dining outlets and community spaces, creating a live-work-wellness ecosystem within the heritage precinct. The JV partners are expected to take over the site in October, with the first phase scheduled to open in 1Q2027, says Eugene Lim, CEO of TAP.

Located at 300 to 320 Tanglin Road, the 610,487 sq ft site is equivalent in size to eight soccer fields. It comprises 33 conserved colonial-era black-and-white buildings spread across the site, with surface car and motorcycle parking lots.

Built in 1949, Phoenix Park was declared a historic site by the National Heritage Board in 2012. The site previously housed the British Far East Command and the British High Commission before serving as the Ministry of Home Affairs headquarters from 1977 to 2001.

TAP’s Lim says the site at Phoenix Park presents “an opportunity to redefine what community living means in Singapore”.

Oh Boon Shi, director and COO of TS Home, believes the transformed Phoenix Park site will also attract local and international visitors seeking unique lifestyle and wellness experiences, as the facilities will be open to the public.

The project marks the JV’s third collaboration – having worked on Singapore’s first intergenerational co-living residence at the former Henderson Primary School, branded Commune @ Henderson, as well as three sites under the Ministry of Health Holdings that were converted into purpose-built accommodation for foreign healthcare professionals.

The addition of Phoenix Park will expand TAP’s operational and pipeline portfolio, which currently comprises more than 3,400 keys across 100 locations and nearly 1,500 keys under development. The group is targeting a portfolio of 10,000 keys by 2030.
