SLA launches tender for Adam Park heritage bungalows

The Singapore Land Authority (SLA) has launched a concept and price revenue tender for a cluster of conservation bungalows at Adam Park. The site is available on a 30-year lease and will be used for serviced apartments, says SLA in a Feb 3 release.
Occupying a 12.8ha site, the cluster comprises 19 pre-war bungalows located at 2 to 20 Adam Park. The heritage bungalows are zoned for residential use, with a combined existing gross floor area of about 98,350 sq ft.
The colonial bungalows, ranging in size from 3,767 to 6,706 sq ft, were constructed in 1929 to house municipal and government officers and families. During World War II, the estate was used as a prisoner-of-war camp. Sitting on an elevated site off Adam Road, the bungalows feature large lawns and are connected by roads that wind throughout the estate. Several of the properties are black and white bungalows, while others feature an Art Deco style.

SLA intends the bungalows to be operated as serviced apartments. Office, childcare centre, or F&B uses may be allowed at 7 Adam Park, while 11 Adam Park has the option to be converted into a clubhouse.

As the bungalows are conserved, the successful tenderer is required to “retain the rustic charm of the existing site”, says SLA. This includes preserving its heritage significance and implementing measures to promote the history of the site. In addition, the winning tenderer is required to appoint a project archaeologist to conduct mitigation works to recover and document archaeological features at the site.
Limited infill development and extensions will be allowed to adapt the site for modern living. Any restoration, repair or additions to the bungalows must comply with conservation guidelines.

“Adam Park is a unique site that represents a significant part of Singapore’s built heritage and history,” comments Tan Puay Joo, director of land sales (private) at SLA. “This tender aims to bring renewed life to the estate that will cater to evolving lifestyle trends, while ensuring its history is respected and honoured.”
The tender for the site will close on Aug 4. Under the concept and price revenue tender approach, tenderers are required to submit their concept proposals and tender prices separately. Only shortlisted concept proposals will proceed to the second stage for price evaluation.
