URA has proposed increasing the development intensity of a former school site in Jurong East, in a move that could yield significantly more homes.
On April 10, URA published a proposed amendment to the Master Plan 2025, which includes raising the plot ratio of the 3ha site at 450 Jurong East Street 21 from 3.5 to 5.0. The revision is intended to support future residential development and meet housing demand.
According to Christine Sun, chief researcher and strategist at Realion (OrangeTee & Tie), the site could potentially yield about 1,150 to 1,250 HDB flats, or around 1,750 to 1,800 private condominium units.

The former Shuqun Secondary School closed in 2019 following its merger with Yuhua Secondary School. The site at 450 Jurong East Street 21 is located within 400m of the upcoming Toh Guan MRT Station on the Jurong Region Line, and is close to amenities such as Yuhua Village Market and Yuhua Primary School.

The site is near (around 600m) to the Jurong East MRT Interchange Station (East-West and North-South Lines), shopping malls, and the Jurong regional centre, which is highly convenient for future residents, Sun observes. It is also convenient for residents working in Tuas or Jurong offices or industrial areas. She expects "demand to be robust" should HDB flats or private housing be built on the plot.
Some of the closest residential launches in the Jurong or west region include the 440-unit Sora on Yuan Ching Road, the 347-unit The Sen and the upcoming 863-unit Tengah Garden Residences, notes Sun. According to URA monthly developer sales data in February 2026, 90 of 347 units at The Sen and 209 of 440 units at Sora had been sold.
"Private housing demand in the west will continue to increase as more flats in Tengah will be obtaining MOP in the next four to five years, and many HDB owners will be ready to upgrade to a private home," she adds.
Other school sites that have been relocated or closed — and subsequently earmarked for residential development — include the former Temasek Primary and Secondary Schools sites at the junction of Upper Changi Road and Bedok South Road; Bedok Town Secondary School in Bedok North; Qiaonan Primary School at Tampines Street 11; Angsana Primary School (Tampines Street 22); and Siglap Secondary School in Pasir Ris.
