City Developments (CDL) has announced the appointment of Kwek Leng Peck as a non-independent non-executive director and vice chairman of the company, with effect from June 1. He is the cousin of CDL’s executive chairman, Kwek Leng Beng, and uncle to Sherman Kwek, the group’s CEO and executive director.
Leng Peck previously sat on CDL’s board as a non-executive non-independent director for 33 years, from 1987 to 2020. He was also a director of Millennium & Copthorne Hotels from 1995 to 2020.
In October 2020, he resigned from the boards of CDL and Millennium & Copthorne Hotels, citing disagreements with the board and management in relation to CDL’s investment in Chinese developer Sincere Property Group.

The 69-year-old currently holds senior roles across several Hong Leong Group entities, including as executive chairman of Singapore-listed Hong Leong Asia. His other roles include executive director of Hong Leong Corporation Holdings, Hong Leong Investment Holdings, and Hong Realty; non-executive director of Hong Leong Finance and China Yuchai International; and non-executive chairman of Tasek Corporation Berhad.
"Leng Peck’s long-standing association and in-depth understanding of the Group will complement the Board’s capabilities," says CDL executive chairman Kwek Leng Beng. "The insights Leng Peck brings to the board will be invaluable to our ongoing strategic review exercise as the company continues to refine its strategy, priorities and initiatives. As such, the company expects to only unveil these outcomes in 3Q2026."
CDL has also announced that Daniel Marie Ghislain Desbaillets will be stepping down from his role as independent non-executive director at CDL, with his last day on May 31. Desbaillets, who joined the board in November 2020, is leaving “to devote more time to his family business”, CDL said in its bourse filing.
