Clifford Centre redevelopment: New office tower The Clifford to offer 405,000 sq ft of office, retail and lifestyle amenities

The Clifford, an upcoming office development in Raffles Place, is poised to set new benchmarks for sustainability and design in the Singapore CBD. Standing approximately 220m tall, the 35-storey office tower will have 405,000 sq ft of net lettable area, including 360,000 sq ft of premium Grade A office space and 45,000 sq ft of retail and F&B offerings, when completed in 2028.
The Clifford is a redevelopment of the former Clifford Centre, a 29-storey office building built in 1977, occupying a 999-year leasehold site at 24 Raffles Place. Building landlord Singapore Land Group (SingLand) had received URA approval to redevelop the site in 2022, with demolition works commencing the following year.
PLP Architecture has been appointed as the development’s architect, marking the London-based firm’s second Singapore project, after the 54-unit luxury condo Park Nova. PLP will also oversee The Clifford’s interior design.

In a Feb 26 announcement unveiling the development, SingLand highlights that The Clifford “integrates institutional-grade commercial specifications with service-oriented and wellness-centric amenities” to meet the evolving needs of global occupiers.
“The Clifford reimagines the workplace as a hospitality-led experience, with service, care, and consistency at its core,” says Jonathan Eu, CEO of SingLand.
The development will incorporate biophilic features, including two landscaped sky terraces totalling about 28,000 sq ft that will offer meeting spaces, gardens and other amenities. In addition to flexible office layouts, there will also be a 2,000 sq ft multipurpose hall that can be used to host conferences and events.
The Clifford will have a direct underground connection to Raffles Place MRT Station. The Marina Bay waterfront will also be accessible via a second-storey link bridge.
PLP shared more of The Clifford’s design features in a March 4 release. “With The Clifford, we have been given a rare and exciting opportunity to create a building that positively reshapes the urban identity of the local area, placing health and wellbeing, sustainability, learning and high-quality amenity at the heart of a 21st-century workplace,” comments Tina Qiu, partner at PLP.
A unique feature of the building will be “floating boxes” at the sky terraces, which will accommodate various amenities and social spaces. In addition, the boxes will utilise cross-laminated timber that significantly reduces embodied carbon, while also transforming the space. “When people step into those spaces, they immediately sense warmth and a connection to nature,” adds Qiu.

At the ground-level podium, a triple-height “urban living room” will extend the greenery of Raffles Place Park into the building. There will also be a dedicated drop-off, end-of-trip facilities, and artwork integrated in the public spaces.
The Clifford is targeting the Building and Construction Authority’s (BCA) Green Mark Platinum Super Lower Energy rating, with projected energy savings of more than 40% compared with typical office developments. It will also attain LEED (Leadership in Energy and Environmental Design) and the International WELL Building Institute certifications, making it the first commercial building in Raffles Place with triple Platinum sustainability certifications.
